The purpose of this translation is to provide Spanish-speaking researchers, faculty, and students with access to a documentary source that, until now, had been available only in English at the U.S. National Archives. The aim is to expand the corpus of sources available for the study of mid-20th-century Colombian political history and to stimulate new research on the organization of the left, the labor movement, regional politics in Santander, and relations between Colombia and the United States. In the translation, every effort has been made to remain as faithful as possible to the original text, respecting its structure, organization, and terminology, while making the linguistic adaptations necessary to ensure a smooth read in Spanish. Likewise, the expressions and terms used in the document have been preserved, even when some correspond to political or administrative categories that are no longer in use today.
