Agrarian Reform and Peasant Movement in National-Populist Experiences

A Comparison between the Cases of Bolivia (1953–1964) and Peru (1969–1976)

Abstract

This article examines the agrarian reforms of Bolivia, following the 1952 revolution, and of Peru, after the military coup of 1968. Both represent two of the most significant agrarian reform processes in the continent, as they involved the expropriation of large estates and the weakening of the oligarchies. In both cases, there was also an intense mobilization of peasants and Indigenous groups, who at times came into conflict with the authorities and those in charge of administering the reform process. Through a historical-comparative analysis, the article explores the similarities and differences between both processes, as well as the central role played by the peasant movement.

Octavio Avendaño Pavez, Universidad de Chile

Doctor en Ciencia Política, Università degli studi di Firenze, Italia. Licenciado en Sociología y Sociólogo por la Universidad de Chile. Se ha desempeñado como docente e investigador en el Departamento de Sociología de esta casa de estudios, durante más de veinte años. Desde inicios de 2019 es profesor tiempo completo en dicho Departamento. A lo largo de su trayectoria, también ha sido docente de pre y postgrado en la Facultad de Gobierno de la misma Universidad, así como en la Universidad Alberto Hurtado y en la Pontificia Universidad Católica. Actualmente es Director del Departamento de Sociología de la Universidad de Chile. Es también integrante del Consejo Asesor y Consultor del Programa de Naciones Unidas para el Desarrollo (PNUD), además de columnista del diario El País. En el ámbito de la investigación, ha sido responsable de varios estudios entre los que sobresalen el Proyecto Fondecyt regular 1180887: “Intereses y controversias en torno al agua. Los grupos de interés y la reforma al Código de Aguas”, desarrollado entre 2018 e inicios de 2021. Desde septiembre de 2022 es Investigador Principal del proyecto Anillo (ANID) ATE220047. “La crisis social del agua: construcción de alternativas de gobernanza colaborativa en un contexto de mega sequía en la zona centro-sur de Chile”.

Socióloga, por la Universidad de Chile. Estudios de Magister en Ciencia Política, por la Facultad de Gobierno de la Uiversidad de Chile. Investigadora del Centro de Estudios de Conflicto y Cohesión Social (COES) y en el Núcleo Milenio en Política Laboral y Vida Familiar y Colectiva (LABOFAM).
