Abstract

En este trabajo se presentan datos actualizados sobre la oferta y la demanda hídrica en la cuenca del Río Cestillal. La relación demanda/oferta es utilizada como indicador del nivel de presión sobre los recursos hídricos. Los resultados obtenidos reorientan la atención sobre la problemática regional del recurso hídrico hacia los conflictos por la planificación inadecuada de la ocupación del territorio. Al rigor de este enfoque, los problemas institucionales para la gestión de un recurso escaso, altamente presionado y de fuerte variabilidad temporal, emergen como un factor clave para evitar una crisis latente en la gestión local de los recursos hídricos.
