Abstract

La cuenca media del río Otún, ha sido un territorio configurado por condiciones de riesgo, que se han materializado de manera histórica en desastres. El propósito de esta investigación consistió en diseñar un Sistema de Alerta Temprana (SAT) centrado en la población ante inundaciones y deslizamientos, mediante un diagnóstico de la vulnerabilidad y de las amenazas, que indicó sitios para el monitoreo del riesgo. Se seleccionaron siete sitios para el monitoreo de las amenazas. Se identificaron autores de la comunidad y, se propuso  una estructura administrativa para administración del SAT.
